Once you have your orders, email 39LRS.personal.property@us.af.mil for a personal property worksheet. Fill it out and email it back to them. The Traffic Management Office (TMO) will assist you with passenger travel and delivery of your household goods (HHG). During the Newcomer’s Briefing, you will sign a Power of Attorney for your goods with the Legal office, who will notarize it. This is for Turkish Customs, so they can clear your goods once it arrives.
Once your HHGs arrive, a Beyanname will be created by the Customs Liaison Office, which includes high-value items that you have brought with you. Any item on this list you must keep for the duration of your time in Türkiye, even if it is damaged. Contact the Legal Office if you wish to sell an item on your Beyanname or if the item was stolen. If you do not have the listed items when you out-process, you will need to pay a fine of up to five times the value of the item due to Turkish black-market laws.
• Secure a delivery date for your HHGs and remember that dates book fast during the peak summer PCS season.
• Since there is no temporary furniture program, consult with the TMO to figure out temporary options.
• Once your HHGs are delivered, make sure every box that was shipped is accounted for.
• Mark each item off your inventory list as everything is being unloaded.
To avoid being held liable for damages done to your home and property that the movers may have caused, it’s best to note any damages on your household goods paperwork. Note everything that isn’t right such as missing boxes or damaged goods. Be sure to make copies of all the paperwork and take pictures of any damages.
You have 75 days to submit a notice of loss or damage report in the Defense Personal Property System from the scheduled delivery date. From then, you will have nine months to submit your claim in order to be eligible for a full replacement value.
• Be sure to have photos and receipts for purchases of your damaged goods.
• Keep any paperwork until all claims are processed.
You may need power converters and transformers to use your U.S. electronics in your home. Electronics that are dual voltage will label their voltage range like this: 100–240V. If the range includes 220 volts, you only need a plug converter. Other items that are labeled 120V will require a transformer, which is a small plug-in box that converts the voltage to safely use your single-voltage equipment.
Some items, like hair clippers and electronics with certain motors, may be damaged or unusable even when using a transformer. This is due to the difference in electrical frequency, measured in hertz (50 Hz in Türkiye as opposed to 60 Hz in the U.S.), so it is sometimes best to buy a 220V replacement for the duration of your time in the country.
